neck pain Please help!!!!?

I have herniated disc in my neck, (c4&5 c6&7 T1). I have went through 6 mo. of physical therapy, 25 IDD traction treatments, 2 steriod injections, prednisone steriod packs 3 in total. Pain pills and muscle relaxers for 1 1/2 yrs. now. I went to a neurosurgen and he told me to do a couple more series of injections and more steriod packs. They didn’t help with the 1st ones i tried, so I don;t think anymore will help either. Does it sound like i need surgery? I have hurt everyday and get lots of migrain headaches that starts at the bottom of my neck and works it’s way up. I WANT THE PAIN TO STOP!!!!! Any suggestions would help!!!!!
